In September of 2008, CEMA saw its housing management staff and responsibilities increase threefold by securing Federal Government contracts to operate the First Sergeant’s Barrack’s Initiative (FSBI) Programs at Ft. Bliss, TX, Ft. Lewis, WA and at Ft. Meade, MD. 

The Department of the Army implemented FSBI to take the burden of operating single soldier barracks on Military installations off of Military personnel, transfer that responsibility to private contractors and to improve the quality of life for men and women in uniform. With the addition of these three new contracts, CEMA now has a full-time staff of 118 employees, 26,000 barracks spaces under its control, with tens of thousands of soldiers to serve.

July 2007 CEMA completed a research grant for South Carolina State University centering on the next generation of Nuclear Waste Containers.  In

September 2007 CEMA was awarded a second research grant from South Carolina State University.

January 2007 CEMA was awarded in second option year under the Centralized Barracks Management Program at Ft. Benning.

January 2006 CEMA was awarded the first option year Multi-Million Dollar Management Support Contract for the Housing Division's FMO at Fort Benning, Georgia.   In addition, CEMA was awarded a contract to implement the Centralized Barracks Management Program also at Ft. Benning. 

February 2005, CEMA awarded a Management Support contract at Fort Benning, Georgia from the Housing Division Furniture Management Office/ Warehouse Operations (FMO). Read about us at the link:
As part of the contract, CEMA will maintain an inventory for 22,000 - 25,000 troops billet spaces and dayrooms.

As part of the contract CEMA will convert the existing manual warehousing systems to a fully integrated and automated system.

CEMA will schedule and deliver pick-up of FMO property daily. 

In June 2004, CEMA completed an on-site administrative and technical support contract at Ft. Buchanan, Puerto Rico.

As part of the contract, CEMA trained the employees of the Housing Division’s Off-Base Housing Referral Office at Ft. Buchanan, Puerto Rico to provide military personnel briefings on procedures for purchasing homes in the local economy.
